PDF Flattening Tool

This tool converts form fields, comments/annotations, and layered elements in a PDF from being “interactive” to a single, static view convert. This means that when a user opens the PDF, surprises like “are fields saved, are boxes saved, did texts disappear?” are reduced; everyone sees the same output. “Flatten” generally refers to the approach of making it uneditable by “embedding” form fields, annotations, and similar elements into the document’s base layer.

What problems does it solve?

  • Locking the filled form: Makes values entered in AcroForm/XFA forms permanent like “text” (the form field can no longer be clicked and changed).
  • Locking comments/annotations: Ensures that annotations like highlights, drawings, notes are visible (the problem of “comments not visible” arises in some viewers).
  • Consolidating layers: Reduces the risk of layers behaving differently in different viewers in layered PDFs (especially design/drawing outputs); the output is fixed to a “single view”.
  • Preparation for printing/delivery: Many institutions require a flattened file with “Print to PDF / Save as PDF”; this method makes the document more deterministic.

How does the tool work? (Clarified with 2 mode logic)

“Flatten” is applied in two ways in the market; the tool should make this an explicit option:

1) Smart flattening (recommended)

  • Flatten form fields
  • Flatten comments/annotations
  • Merge layers (base it on the visible one)
  • Keep text as vector (search/copy may be possible)

This approach removes interactivity while preserving quality. Flattening is also described on the Adobe side as embedding/merging interactive elements into the base layer.

2) Full flattening (rasterize)

  • Each page is produced as a single image (PDF rasterized).
  • Highest compatibility; but text search/copy may be lost and file size may increase.

Note: “Full rasterize” is preferred in some printing workflows; however, do not make it default as you may lose text selectability. It is also noted that flattening can perform bitmap/curve conversions in some scenarios.

Key features

  • Selection: all pages / page range
  • What to flatten?
    • Form fields (AcroForm/XFA)
    • Annotations (comments, highlights, drawings)
    • Layers (layers)
  • Output type:
    • “Smart flattening” (preserve quality)
    • “Full flattening / rasterize” (maximum compatibility)
  • Irreversible operation warning: Fields/layers cannot be edited after flattening; therefore, the tool clearly states the “keep original” approach on the page.

Usage flow

  1. Upload PDF
  2. Select mode: Smart flattening or Full flattening (rasterize)
  3. Select items to flatten: form fields, annotations, layers
  4. Apply
  5. Download the new PDF

FAQ (short and clear)

Is PDF flattening compression?

No. Flatten makes interactive elements static. Compression focuses on reducing file size

Can form fields be changed after flattening?

No; the purpose is to make form values permanent and remove interactivity from the fields.

Which default is the best?

For most users, “Smart flattening” is more accurate: it stabilizes the view, preserves quality, and does not kill text in most cases. Adobe’s flattening approach is also positioned along this line.
